Read the excellent Yahoo! Sports report and it's obvious. Nobody stopped Shapiro. Evidently, nobody tried, despite obvious signs that something was amiss.

Cash payments, alcohol, strippers, hookers -- no wonder the Hurricanes haven't won much lately. They're exhausted.
